• a mechanism for cyber security professionals to be detailed to DHS, and for DHS employees to be detailed back to agencies
• a system of assessments for identifying employees with the aptitude to become cyber security professionals
• a yearly cybersecurity competition (the President’s Cup Cybersecurity Competition)
